a plateau of complexity/novelty. In this scenario, such singularity =
intelligence never leaves their home planet. Instead 99.999% of their =
existence, exploration and creation happens in inner space, not outer =
space. In such a scenario it's possible that such a civilization would =
remain undetectable in their own solar system, not to mention hundreds =
or thousands of light years away.

Fourth, Ekers said, the observers must have curiosity and persistence. =
In the example of Jansky, Bell Telephone, Jansky's employer, said the =
interference was negligible and did not want him to pursue it.=20

The fifth element is a flash of insight, as when Jansky realized that =
the signal was coming from a distance that was beyond our sun.=20

Finally, serendipitous discoveries must be made in the right time. Black =
holes were rumored to exist, but could not be proven until the discovery =
of quasars in 1963.=20

The biggest obstacle facing serendipitous discovery today is government =
funding. The federal government, Ekers said, wants to know exactly what =
is being studied and a timetable for discovery before they are willing =
to fund the research.=20

Ekers said that often research will go in a direction that was original =
unintended.=20

"If you build a great radio telescope, it will do great things, but it =
might not be the things you proposed," said Ekers.=20

"You can't plan a discovery," said Ekers. He added that you can plan an =
environment that fosters serendipity.=20

Another hinderence to discovery, according to Ekers is people who "know =
too much." Ekers said that if you already know what to expect, you may =
miss the unexpected.=20

"If you know too much, sometimes you won't make the obvious discovery."=20

Ekers outlined his view of future research. He said that he saw the only =
remaining advancement in radio astronomy as an increase in observing =
area.=20

"The volume of space sampled is the biggest area remaining," said Ekers, =
who described a telescope he envisioned that would be able to accomplish =
this feat.=20

Ekers said that he wanted to speak in Socorro because of his time spent =
at the VLA. He was an assistant director for the National Radio =
Astronomy Observatory, and in charge of the VLA from 1980 to 1987.

NASA To Test Laser Communications With Mars Spacecraft

Work is underway to establish the first interplanetary laser =
communication link. The $300 million NASA experiment, if successful, =
will connect robotic spacecraft at Mars with scientists back on Earth =
via a beam of light traveling some 300 million kilometers.

For scientists eager to download bandwidth-intensive imagery and other =
data collected by planetary orbiters, probes and landers, the laser =
communications would offer a dramatic breakthrough in the amounts of =
information spacecraft can reliably transmit back to Earth.

The 5-watt laser NASA plans to test at Mars by the end of the decade is =
expected to transmit data at rates nearly 10 times faster than any =
existing interplanetary radio communications link. The difference, NASA =
officials said, will be comparable to moving from a dial-up modem to a =
broadband Internet connection.

UNSOLVED MYSTERIES OF THE UNIVERSE, or What is Silenced by Astronomers

Moscow: Veche, 2004. -- 432 p., 65 ill., in Russian, ISBN 5-94538-446-1

     Space anomalies are unusual and rare astronomical phenomena which 
are not yet included in the paradigm of contemporary science, and are 
thus excluded from the attention of the astronomical majority. However,
it is precisely such space anomalies that are promising material in the
search for "space wonders" - possible manifestations of extra-
terrestrial intelligence. This book is a collection of the author's 
reviews on potentially interesting but disgraced phenomena. 
The systematisation of diverse publications, which are as a rule from 
recognized scientific sources, in overview present several complexes 
of empirical facts, which seem to correspond to interpretations of 
possibly great significance in the search for extraterrestrial 
intelligence. Although other explanations are not excluded, the SETI 
aspects are interesting as important POSSIBILITIES. The ignoring of 
such possibilities is illogical and insecure from the perspectives of 
culture and the freedom of scientific inquiry, as well that of military
security.
     Two-thirds of the book, twenty chapters, is occupied by analytical 
reviews of different aspects of non-classical or non-signal SETI: 
the search for traces of interstellar migrations; the danger of  
military conflicts between space civilisations; the possibility of 
a secret presence of ETI in our Solar System; the state of 
archaeological reconnaissance on the Moon and Mars; the discussion 
on the status, strategies and methodology of modern SETI; and an 
overview of the SETI organisations which are involved in non-signal 
SETI. More recent results and more publications are taken into account 
here than were in the preceding book by this author (Selenites; Moscow:
Novation, 1998).
     In addition to the search for extraterrestrial intelligence, the 
reader will find another eleven chapters on ignored astronomical 
phenomena such as the danger of superflashes of the Sun; unpredicted 
solar darkenings; ghost-comets; anomalous meteors; dust clouds and 
night lights on Mercury; mysteries of Venus and Jupiter; and some 
ethno- and archaeo-astronomical riddles. Even some cryptozoological 
problems are touched upon in the last chapter.
     This various material illustrates the main conclusions of the 
book:
- there is the tendency to ignore unexplained empirical facts in modern
science;
- this tendency leads to a new form of Index Expurgatorius, i.e. a list
of  rejected subjects which are closed for discussion among respectable
scientists;
- according to the history of science, such prohibitions and 
intentional ignorance have repeatedly led to the loss of valuable data,
time and methods, and to confusion and expensive re-discoveries;
- therefore, it is reasonable to study unexplained phenomena and ignored 
possibilities. Only investigation, unlike rejection a priori, can find a 
truth.
     The book is provided with an extensive and detailed bibliography. 
This is a unique handbook in the field of forbidden astronomy. Amateurs
and professionals alike will find in the book original ideas and interesting 
material from little known and rare sources.

Seeking Alien Dialog through an Accessible Web Presence

Toronto, ON, Canada.., November 2004 -- Invitation to ETI, a group of 90 
scientists and artists engaged in an online Search for Extra-Terrestrial 
Intelligence (SETI) experiment, has overhauled and expanded its World 
Wide Web presence, in hopes of stimulating a dialog with other 
intelligent civilizations in the Universe.

"Because their technology is probably highly advanced," states Prof. 
Allen Tough of Toronto, the group's founder, "some extraterrestrial 
species may be using unobtrusive methods of observing humankind and 
other fledgling civilizations in this Galaxy. As its name indicates, the 
Invitation to ETI invites these visitors to dialogue with all of 
humanity. Sooner or later, advanced extraterrestrials will have an 
enormous impact on humankind."

The group's website, www.ieti.org, has recently been overhauled by Dr. 
H. Paul Shuch, executive director of the non-affiliated SETI League, 
Inc., and Web Design Consultant for Invitation to ETI, to maximize 
accessibility. "Throughout the Web community," Shuch explains, "there is 
a growing awareness that this enabling technology must not be restricted 
to the able-bodied alone. Websites are striving to be accessible to 
persons with a variety of disabilities, and standards are emerging to 
aid in this process. What greater accessibility challenge is there than 
making the Invitation to ETI accessible to our cosmic companions, 
creatures with whom we may have nothing biological in common?"

In addition to a graphical overhaul (which he admits is purely for the 
benefit of the website's sighted human visitors), Shuch has embraced 
Bobby standards in an attempt to make the site accessible to alien web 
surfers. Bobby is an organization that validates websites for ease of 
access by humans (and, Shuch hopes, extraterrestrials) with a wide range 
of physical abilities and differences. Every page of the new website is 
tested for Bobby AAA compliance, as well as conformance to standards 
established by the World Wide Web Consortium (W3C). "Like all websites," 
emphasizes Shuch, "this is a work in progress. However, our new 
accessible design is intended to set the direction for future enhancements."

Dr. Shuch has been assisted in the website overhaul by Dr. Scarlett 
Wang, the project's Webmaster. Dr. Wang is responsible for the 
day-to-day maintenance of the ieti.org website. She became the project 
manager 16 months ago.

Although several of the 90 members of the Invitation to ETI team happen 
also to be active members of the nonprofit SETI League, the latter 
organization concentrates primarily on conventional radio 
telescope-based SETI. The focus of the Invitation, on the other hand, is 
to attract the attention of extraterrestrial civilizations that have 
invented technologies for monitoring our terrestrial Internet. This 
could be done through physical presence, robotic exploration of our 
Solar System, or long-range telecommunications.

Largely using radio telescopes and optical telescopes, SETI scientists 
seek to determine whether humankind is alone in the universe. Since 
Congress terminated NASA's SETI funding in 1993, The SETI League and 
other scientific groups have privatized the research. Amateur and

  Analysis of the radio-metric tracking data from the Pioneer 10/11 =
spacecraft at distances between 20--70 astronomical units (AU) from the =
Sun has consistently indicated the presence of an anomalous, small, =
constant Doppler frequency drift. The drift is a blue-shift, uniformly =
changing with rate a_t =3D (2.92 +/- 0.44) x 10^(-18) s/s^2. It can also =
be interpreted as a constant acceleration of a_P =3D (8.74 +/- 1.33) x =
10^(-8) cm/s^2 directed towards the Sun. Although it is suspected that =
there is a systematic origin to the effect, none has been found. As a =
result, the nature of this anomaly has become of growing interest. Here =
we discuss the details of our recent investigation focusing on the =
effects both external to and internal to the spacecraft, as well as =
those due to modeling and computational techniques. We review some of =
the mechanisms proposed to explain the anomaly and show their inability =
to account for the observed behavior of the anomaly. We also present =
lessons learned from this investigation for a potential deep-space =
experiment that will reveal the origin of the discovered anomaly and =
also will characterize its properties with an accuracy of at least two =
orders of magnitude below the anomaly's size. A number of critical =
requirements and design considerations for such a mission are outlined =

Billions of dollars are pumped into extraterrestrial exploration each =

other planets. But are we looking in all the right places? Prof Steven A =
Benner, who is working with NASA on the design of the next generation of =
