"In all projects except those of the SETI Institute, funding hurdles have
kept the searches from being extremely powerful. We know from everybody's
experience that a really powerful SETI search requires real-time attention
from an observer who can react to many candidate signals. Nobody except
the SETI Institute has been able to afford this. Most searches, then, have
a serious flaw in that they aren't able to immediately identify any
candidate signals detected."
