    I think it is actually commonly accepted that the power levels needed
    for omidirectional transmission are unrealistically high, and any
    beacon has to be directed.

    The other concern that I had, on an initial quick reading, is that it
    ignores the fact that targetted SETI is best done by Arecibo class
    telescopes. It's Argus' all sky coverage that gives it an advantage
    over big dishes, although only for short duration, one shot, signals.

    Argus doesn't cover a very large volume of space, compared with the
    eventual coverage of Arecibo, but could cover it all the time, whereas
    Arecibo can only cover about 1/10,000,000th at at time.
