The reverse logic doesn't work; Jupiter certainly doesn't have free, liquid,
surface water, but does have lightening bolts.

The electromagnetic pulse purt is quite low frequence, and much of the energy
is trapped in the ionosphere. The optical pulse is generated by heating
effects not by the same mechanism that generates the radio static.
