This is policy. Their argument is that it uses so much memory that it is unsafe
to run it on small machines simply because the CPU is idle. There is an option
to run it during all idle time on the Windows version.

(Unfortunately I've still got to get the Windows one to run, because their
proxy suport (as of V1.0) ignores the port number supplied and always uses
port 80.)
