If we are going to transmit, we should transmit a signal that speaks for
all mankind rather than a signal that speaks for whatever small group that
sets up a transmitter. If we are going to announce ourselves to the
cosmos, we should at least try and make a good impression. Given
communication times, a mistaken first impression is going to take millenia
to correct.

Also, given the timing of this announcement, its design, and lack of
contact information, I kind of suspect an april fools joke.
