HRMS, the late NASA SETI program, was cancelled by congress.  The president
has very little input on such deicision.  Nevertheless, a pro-SETI
president can exert lhat little influence he or she yields.  I no of no
presidential candidate who has issued a position paper on SETI --  frankly,
it would probably be politically unwise to take a stand on controversial
(and expensive) science.
