SETI A neophyte's question

As a newbie to the world of radio astronomy/seti I'm trying assess the most
cost effective way of setting up a first station. The Winradio looks like
an interesting, low cost receiver. Winradio is a 16-bit card that fits
into a PC card slot and receives signals in the range from 500 kHz to 1.3
GHz with a step range from 0.5 kHz to 1 MHz.

Has anyone tried this for SETI or radio astronomy use or have insight into
its usefulness for such?
