Just in case it wasn't completely clear. Larry Klaes gave a reference to
a facsimile of the front page of Chip's article: Polychromatic SETI: The
Cosmic Arpeggio. The reference to not containing the solution only refers
to this one page.

The actual words are "several thousand hertz over several hours".

I'd assumed similar mechanisms to those affecting HF propagation in the
ionosphere (only really at a very qualitative level). Could you possibly
expand on the alternative theory, even if you consider it fatally flawed.

[ I've tried to minimise the guessing here, which limits the points I
can cover, unless and until I consider the issue important enough to
spend GBP 20 of my own money on the two articles. ]
