Last time I asked him (about a year ago), Frank was estimating 10,000
communicative civilizations in the Milky Way galaxy. So why haven't we
heard them? Caclulate the density of those 10,000 civilizations in a disk
100,000 LY across, and then the average distance between civilizations.
It's something over 1000 LY. Project Phoenix, for example, targets stars
within 200 LY of Earth. Our technology just doesn't look far enough.
