Somebody is playing fast and loose with numbers here. Last email said
Norris' hit was 1 percent off; now you say 0.01% off frequency! Well, even
if that were correct (it's not), I repeat that we work to greater than a
*millionth* of a percent frequency resolution and accuracy, in *amateur* SETI.
