There are something like 2900 known operational spacecraft in Earth orbit
at this time. My understanding is that the hits which have proved most
troublesome for Project Phoenix are from the classified military satellites
which don't appear in the published lists. The GA Tech RFI Survey (linked
from our Software Links page) lists some of these.
