    Senate testimony by Belton Space Initiatives' Michael Belton and New
    Jersey Institute of Technology's Louis Lanzerotti. Belton chairs the
    National Academies' Space Studies Survey and Lanzerotti chairs the
    Academies' Solar and Space Physics Survey Committee.
